To receive your Delaware Drivers Licesne you must be 18 years or older. You can receive a learners permit if you are 16 or older. You must pass a drivers test or show proof of drivers education program approved by the State. You will need some photo identification, social security number and information relating to your residency in the state of Delaware. I didn't find information regarding costs but I would assume it isn't free and you can probably bring cash as some state departments will not accept personal checks.
